Need Assistance with with Data Assist

I really don't know what I'm doing. I ran the Data Assist Wizard and restricted access to several files in a folder. But, my rules are wrong because the pages keep coming up without any restrictions. I know I have the right code in the pages to restrict access. But my rules are wrong. I want it to restrict the page based on the pcms2_users. So it has to compare the login info with the database. Under 'Edit Access Rule' what do I select for Allow if, Value: and what do I select under Compare to:

I do have an idea but I'm doing something wrong cause it won't work.

I'm attaching the file that is wrong. Any direction, including any reading material, would be appreciated.

in your access rule you are comparing the Server AUTH_USER variable to the SecurityAssist_UserID session variable

set the access rule up as:
Allow IF
Variable: click the plus button and select the SecurityAssist_UserID session variable
comparison: !=
value: leave this blank, do not enter anything.

Strange...I don't see a != option. All other options are there. ??
