Menu not showing up in IE

I have created a menu, and looks great in Firefox, but only getting text in IE.

viewing source of page, i see that there is a meta tag before the doctype:

this is forcing IE to use Quirks Mode rendering. In Quirks Mode, IE uses the IE5.5 rendering engine which has limited support for CSS.

the doctype tag must the first tag on the page in order for IE to render the page correctly.

Meta tags belong in the head of an HTML page. move the meta tag so that it comes after the <head> tag.

Works now

Ok, works, kind of weird since I created the pages off a template, and the template has the doctype as the first line, going to have to go and correct the other pages, but at least its working for the home page now.
