Admin Content - images not uploading

The images are not uploading for my site Content. The issue it NOT file permissions. When I use the image tool and click Browse Server to find the image, it takes me to an unknown web page that cannot be displayed. I have not run into this before... any suggestions for how to restore this? Also, I need to be able to browse my local drive for an image (not just the remote server) and this does not currently seem to be available. Thank you.
