Dreamweaver template blues

I have a website that had several different divisions and different menus for each division. I want to make a template and add a menu to each division that I can update without having to go through each page individually to do so. My page is built using CSS - how do I add the menu so that it updates all the pages when I make changes? I can't seem to get a working page. I can send the css if anyone needs to see it.

you need to first save the page as a template, then add the menu to the template.


any page created from the template will have the menu on it.

Or... use the Framework builder to insert the menu into a page.

I've come to detest Dreamweaver Templates. I've found they are OK for design based sites but not good for sites that use a lot of PHP, especially if changes need to be made to existing sites.
