ps4.5 wont save "non taxable" setting

In admin products, there is a setting that allows the user to make an item " Non Taxable"
This setting will not update or save when the admin chooses it and then attempts to update/save the setting on an existing product. It will always remove the check mark, making the product taxable again. All other settings save properly.
