eCart Shipping oversize item xtra charge

I would like to charge extra for oversize items.
My data base has an "ItemSize" column, "ItemSize value=2"
Standard No shipping charges for pickup or No shipping if selected and rate based on product value. Works OK (Screenshot1)
I have created another shipping rule called "Oversize 2 Item" Screenshot2
I have selected a new rule based on "Number of items with a specific column value"
The product has an "ItemSize" value of "2"
I just cant get my head around the various choices and boxes, I have tried to find info on the different choices and meaning but I have not been successful.
I have tried so many combinations. What I think should work doesn't. Screenshot 2 shows my direction but alas not working.
Can you steer me in the right direction.

your rule looks correct for what you are trying to do.

first, make sure that the add to cart button behavior is assigning the value 2 to the oversize column for the correct items.

For this I would create a new php page, then apply the eCart Display manager, on the 2nd step of the eCart display manager, click the plus button and select the show all option so that all cart columns are shown in the cart display. this new display page will just be used while testing
