Says Upadte API, Paypal Says Webassit Problem

Using Expression Web 4 and after activation I enter all the API information and it gives me an error saying I need to update my API info.

I contacted Paypal and they say it's a Webassist problem not theirs.

Any help would be greatly appreciated.

Error 10002

It will also not accept the serial number in Dreamweaver Cs5
