Missing design page

Missing design page

New install today. In admin, when clicking on design, getting a non-css page with only default image. With the thought a bad upload, I re-upped the admin folder but that didn't fix it. I can see the themes online.

Should I just delete and reinstall?

NO, this is an issue some people are encountering with the permissions set by the server.

I did it, twice. But it did not fix it. I still see the same thing.

Anything else I can try?

What permissions should folders be? which folders?

More information: Before installing this new store, I had installed PS3 on a different domain, then upgraded to PS4. Store is live for PS4, but PS4 is just for my own learning curve. On that site (same dedicated server), the design.php page is fine. So that may give a clue as to what is going on. Same server, two results, but two different paths to installation.

OK...but Ray called this morning and tracked it down to the php.ini memory allocation. He changed from 8M to 32M and it fixed it. So ticket is closed.
