Can you have 2 cart objects?

I have a domain that wants two levels of pricing and two shipping solutions.
One for the general public and another for registered customers.
I am thinking that the registered customers would have password protected products pages with add to cart buttons from their cart object and their own shipping solution.

is that possible with eCart4?

Yes. You could do it all in one cart or with two carts.

Creating the password protection and specialized access to prices would actually be done with SecurityAssist. You may not need to change much in the cart itself.
