Free Domestic Shipping but a Flat International Shipping Charge?

I have a client who wants to offer his customers free shipping in the United States but charge a flat $13.45 rate for all international customers. Since I built this website using PowerStore 3 I have no idea where to begin without the fear of my breaking the checkout process by accident. Any helpful suggestions on how to do this will be greatly appreciated.

To adjust the shipping rules applied to the store you will need to make use of eCart and the updated PowerStore files that are posted here:

showthread.php?t=12820

You can then go into the shipping tab of your cart object and add in your international flat rate shipping charge rule. For the trigger you would add in a condition to check the session variable eCartCheckoutForm_shipping_country, you can check to see if it is not equal to 'US'. Then for the calculation you would choose flat rate and enter the amount to charge.

Eric, thank you very much for the updated code. After adding the new code and eCart file, I was able to follow your suggestion on getting the shipping to only trigger on non-US addresses using the session variable eCartCheckoutForm_shipping_country.
