how do i use one single add to cart button to add discounted price to cart when discounted price is available, when no discount price is available cart to button will just add regular price to cart, and this single add to cart button for the entire sie

Unless you only have one product, you will have to set up multiple add to cart buttons for your site and add discounts in the eCart object for each of the products you want to add discounts for.

You could also set up a database with your products, then use a recordset to get the correct product from the database and bind the add to cart button to the recordset. Then you can change the prices in the recordset if you like.
