PS3 Confirm page does not go to Checkout Success

Using Paypal Express. PayPal checkout works well. When checking out with Credit Card, we get to the confirm page. When submit order is clicked, we do not go to the Checkout Success page, but return to the confirm page again. Email arrives saying order has been placed. I do not see where the credit card has been debited. Thank you.

Paypal Express seems to be the problem

My client uses PayPal express, so this is why the CC form doesn't work. It probably should have returned the 'No Gateway' message, as we have PayPal Express Only checked in the Admin. I will fix in the HTML so this cannot be accessed.
