I have a client who wants to be able to upload his own videos on a frequent basis. Will this be possible within Power CMS and if so how do I got about this and do they have to be in a particular format.

You can't upload videos directly using PowerCMS. However, I would recommend just hosting the videos on youtube or vimeo then just inserting the code chunk into PowerCMS. In general, these dedicated video hosting sites are going to do a much better job with videos plus you don't have to eat up your own bandwidth since they are hosted by them.
