pop-up window not displaying properly

I downloaded Security Assist and the Cookies extensions today and when I tried to link a CSS file to a page, the next window is not displayed properly. I'm not sure what it is supposed to look like since I have not seen it working since I installed the extensions. I also observed a similar type of display while I was going through the security assist wizard. (see attached screen capture). I also have the HTML editor and installed the newest version today so I'm not sure if the problems may have been caused by that installation as well.
