Universal email behavior not visible

After reinstalling Dreamweaver CS3 and Universal Email Extension, web pages with universal email installed do not show the behavior and there is no way to use the extension to manage the behavior. Urgent.

You should be able to add the Universal Email to any page by going to Insert > WebAssist > create email message.

With UE installed you should be able to see the Universal Email server behaviors in the server behaviors tab of the application panel. Any instances of UE that are on the page should show up with a [previous version] at the end of it.
