usps paypal error transaction error

i keep getting the transaction could not be completed error on my checkout_failure.php page
Used your code sample (from other post) in the page to determine error. Got this:

Invalid ConfigurationThis transaction cannot be processed due to an invalid merchant configuration.10501Error2.201179072252.00USPS Full Request :

ok, so i have seen others have the same problem, but my store is in Canada. I do not want to have anything to do with USPS. I do not see anywhere support for Canada Post, how do i correct or kill this error and make the transaction pass?

This is a PayPal Payments Pro error you are getting. It is letting you know that you need to agree to the new agreement in your business account. You will need to login to PayPal to make this update.

this is in the sandbox testing.. should i still see this agreement?

The sandbox site should work the exact same as the live site. You should try logging into the developer center, then login with your test user and visit your profile to see if there is an agreement in there for you.
