eCart and AuthorizeNet Filters

We have a shopping cart which works fine when the credit card is approved or when it is denied. However, the owner of the site has asked AuthorizeNet to flag credit cards that do not have a matching zipcode. AuthorizeNet authorizes but does not charge the card until further review by the website owner. When this happens, the user receives a "your transaction was not successful" page. I've asked the website owner to send me the response from AuthorizeNet when this occurs. I think the best solution is to save the order details to the database with a trigger identifying it as flagged. Any ideas as to the best approach. The site is in PHP/MySQL. While not new to programming, I'm fairly new to PHP/MySQL.

Any help is greatly appreciated.

I will post AuthorizeNet response when made available to me.
