PayPal Pro not accepting 100% discount with shipping charge

Hi,
We're currently running a promotion where a customer can get up to $40 off their order, not including shipping. Our shipping is a flat rate.

We use eCart 5.x (the site was originally built using eCart 4.x) and are using PayPal Pro. For some reason, if the order amount is less than $40, and therefore the order sub-total is $0, PayPal rejects the payment, even though we're still charging the $6.50.

Any help would be greatly appreciated.
