Paypal Express not working

Paypal Express not working

I am using paypal pro to checkout and all works fine. The paypal express checkout however takes the client to the paypal site and all looks well but after they click the button to pay nothing happens and they are redirected to the shopping cart page. I have put on the paypal site to redirect them to my pp_checkout_success.php page.
I have put the full response code on the cart page and I get no errors.
Paypal has told my client that the shopping cart user action should equal commit in express checkout url. How do I fix this?
