Won't create buttons

I put aside working with the Payment Button add-in for a while but now that I have a need for it I will try to get it working. Steps I have taken:
1) Unistalled the add-in, DL'd and installed a fresh copy with new serial number
2) Set up the PayPal API information
3) Gave the API permissions the be accessed via 3rd party (on PayPals site)
4) Attempted multiple times to create both Buy Now and Add to Cart buttons using the create new menu
5) No buttons are available from the select button drop down box
6) After the "Finish" selection there is no option to add the button to the page
I really would like to get this working as I used to earlier version in Expression Web 2 a great deal. Currently I have had to use my PayPal account to create any buttons I wanted to use.
