I cant say about "should", but you "could" apply it to any page the user may hit the back button on except the success pages.
I don't think the use of the back button should be encouraged in an eCommerce site except for the modify information scenario. Even in the failed transaction scenario, the user should be clicking the provided link to go back to the checkout page instead of using the back button.
