custom shipping conundrum

My client has a store where goods are sent by ground or air

They would like to separate bulky items, so that they may be sent by ground only.

If an order consisted of one 'bulky' item and several 'standard' items, and the customer chose air freight, the order would be sent in 2 lots, the bulky item by ground and the standard items by air.

my client has shipping charges calculated by cart subtotal, $0-$50, $50-$100 etc.

I don't believe it's possible to apply a negative shipping charge rule, but the pseudo logic would be..

"If an item of category 'bulky' is in the cart, subtract its value from the cart subtotal when evaluating the shipping calculation."

Is there a way to do this without lots of hand coding ?

** I could probably do this calculation within the 'discounts' tab, but would like the calculation to be under 'shipping'
