Fatal error: Call to undefined function virtual()

Hi all ..
2nd post and having problems already
IIS7.5 , win2k8r2 server VPS
i've installed a test setup on my server to see how things work
and after install the index page gives a
Fatal error: Call to undefined function virtual() error on line 40 .. that line being
<?php virtual("/CSSMenuWriter/cssmw_home/menu.php"); ?>

i recall having php virtual errors on other windows server in the past do manually changed the line to read <?php include("CSSMenuWriter/cssmw_home/menu.php"); ?> which now works.
there are however (i assume) many instances of this kind of 'call' within the setup as i get the error on other pages i have not yet looked at
is there a global workround for this ? is it a know issue ? and what should i do , hopefully the answer is not edit all pages by hand :D
