Is a test site necessary?

Is setting up a test site necessary for a database?

I was told it wasn't and all of the connection tests are successful.

I've set the settings up in Dreamweaver and I can connect to my database, bindings are set etc., but when I set up a form, it captures data and emails it to recipient but doesn't send it to database.
