Tax not being added to total

I have configured the cart, remote checkout, all seems to be in order, EXCEPT for the tax figure , it is not being added to total before going to checkout.
THE CHECKOUT is remote, the shipping flat rate is being added OK.

We are applying it only to orders from our state, is it possible that it will be added by Authorize net once the person enters the address/state? I have not way of knowing if that will be the case as gateway's checkout form is in 'test' mode and I prefere it that way till we know everything is configured correctly.

I creating other carts, starting from zero, and the same problem occurs every time.

PLEASE HELP, I need to resolve this ASAP.
