Yes there is.
Create your table, and apply whatever cell spacing and cell padding you like.
Cleate a new class for your table. You can either do that by clicking the little plus button at the bottom-right of your css styles properties panel, and in the window that opens for 'selector type', choose 'class', give it a name (i.e. tableborder) and click 'OK'
In the window that opens, choose 'border', and in the 'top' row, select the properties you want for your border - i.e. solid 1px #000 - and click 'OK.
Back in design view, select your table and from the 'class' list in the properties panel/inspector select the style you just created to apply it to your table.
Either that, or you could just add the class to your stylesheet, or inside a style tag in the head of your page directly:
.tableborder {
border: solid 1px #000;
}
and that will appear in the class list in your properties panel, so add it as above.
Incidentally, you can apply the class you created to practically any html element in your pages.
