Understanding Number of items with Specific Column Value

I am confused on the use of wording to understand Number of items with Specific Column Value under shipping.

It says:
If the total number of items where [Choose] has a value of ____ is [choose] a value of ____

So:

If the total number of items where TotalWeight has a value of 1 is < a value of 1


Which is the value of items and which is the value of Total Weight, or if items doesn't matter, what is the last value if the first value is TotalWeight?



Shouldn't this be written:

If _____ items has [choose] [choose] ______ ?

So:

If 1 item(s) has TotalWeight < 1 (pound) - Create a flat rate shipping of $5

This would work with all pull downs except for Quantity, but then Quantity really doesn't work with your system either.

So:

If 1 item(s) has Price = 1 - Create a flat rate shipping of $5

If 5 item(s) has Price = 1 - Create a flat rate shipping of $5

This is logical. What you guys have is just confusing.
