The main problem seems to be with your ticker javascript:

If this is removed, the page works ok. You may need to look into the script and how it is placed.
You also have a 'logo_blank.gif' - the height of which is set to be larger that the containing (borderTop) div. Not sure why you need that image, you could adjust the css of the containing div if you just want to resize it.
