I have seen this occur in Older Versions of eCart (Prior to 4.5.2) where the Getting Started Button was not active, the Work around I have found is to toggle the "Will you offer shipping services?" Option to NO then back to Yes.

The problem you are having with storing the file in the database is that DFP does not integrate with the Dreamweaver Insert record server behavior. The Dreamweaver Insert Record Server is limited in functionality. It will only allow you to get information from form fields, it will not allow you to bind to application or session variables.
I apologize if you feel pointing you to the documentation was useless. I would have been much better prepared to give you a more satisfactory answer however if you had included the fact that you where not using DataAssist in you initial question.

Because of this limitation, you cannot use the Dreamweaver Insert Record behavior to store the uploaded file name in the database.
When you upload a file using digital file pro, the name of the uploaded file that is created on the server is stored in a variable created by digital file pro, since the Dreamweaver Insert record server behavior limits you to using form bindings only, you must use the DataAssist insert Record server behavior to store the Server File Name.
