Ok, I think you can do this with a total of three rules. The first rule will just be a flat rate of 14.50.

The second charge rule will be setup like this:

based on a column subtotal, if totalweight is > 10

AND

based on multiple of column subtotal, if totalweight is <= 100

Then for the calculation you would do 'based on multiple of column subtotal' then choose totalweight times .28 minus 2.8. This will account for the first 10 kg.

For the third charge rule I'm not sure if the numbers you put here are correct, but if you know that they are then the rule should be crafted like this:

based on a column subtotal, if totalweight is > 100

Then for the calculation you would have 'Based on multiple of column subtotal' subtotal of column TotalWeight times .4 plus 0.

I did some testing of these charge rules and the results that I got for the weights equaled the values that you posted so it seems that the rules should be crafted like this. If you have any trouble with this please let us know and we will be glad to try and help you get it working.
