DOCTYPE issue

I have a site using CSS MenuWriter. Most of the pages are very straightforward and everything works perfectly.

On the main page however, there is a search form utilizing Javascript that is messing me up.

If I include this line:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

The search form will not work, but if I don't include that line, the CSS Menu does not work.

Obviously, this is not a problem with CSS MenuWriter but I'm wondering if anyone has come across something similar or if there is a different doctype that I can specify that may solve my issue.

15 years I've never concerned myself with this line. It's never even seemed to matter whether it was there or not.
