Post Paypal, return to site

Client is losing notifications on purchases.
Note from client:

When ordering via PayPal, the client is taken to the PayPal site to checkout. After they checkout on PayPal, he believes they are returned to our site to complete the information seen in our web order email. We speculate that the client checks out via PayPal, is returned to our site and doesn’t realize they need to complete the information on our site to complete their checkout. The client then may go to another page on our site to checkout a different test, complete their PayPal transaction and don’t realize they have to complete the information again on our site (or they may complete this second order, at which point we would receive an email for the second test but not the first).

What page would the customer be seeing so I can put a "warning" note on that page to avoid this problem?
