Where is the Layout Manager?

Page 4 of the SiteAssist Professional Getting Started Guide, is on Creating a Custom Layout (based on presets developed in CSS Sculptor and CSS Menu Writer). So I start from within a website for which I have dutifully created home page and content page layouts in CSS Sculptor, and a menu in CSS Menu Writer.

Step one is, from Insert in the menu bar, go to WebAssist > SiteAssist Professional > Layout Manager.

Under my installation, the only two options under WebAssist > SiteAssist Professional are Build Site and Create Page Type.

The WebAssist tab on the Insert Bar also has no button for Layout Manager.
