Plugin not Showing in a Framework Page

DW CS6, Latest WA extensions, Windows 10 (current).

Framework page displays fine. Template file has a FW plugin (a top navigation php file) that displays properly. The second FW plugin in he FW page is a side nav php file. I can see it in the preview in DW; when I go to live code it disappears, and the placeholder text displays.

I can remove the top nav from the template and insert it into the FW page and the same thing happens.

I tried switching PHP versions in Wampserver to 5.6.1.31; no joy.

If I insert the two navs php fils via Framework Builder Plugin into a new page from the template they display fine. If I just have the side nav php inserted via Plugin with the Framework page it does not display. So it appears to be a conflict between the Framework page code and the side nav php file.

All php nav files were created with CSS Menu Writer
