Warning: Cannot modify header information - headers already sent by (output started at /Users/....

I've got one of these common issues...

Deprecated: mysql_pconnect(): The mysql extension is deprecated and will be removed in the future: use mysqli or PDO instead in /Users/mrsmail/Sites/pedalbritain/Connections/PowerCMSConnection.php on line 9

Warning: Cannot modify header information - headers already sent by (output started at /Users/user/Sites/site/Connections/PowerCMSConnection.php:9) in /Users/user/Sites/site/admin_cms/tbl_bikeimg_insert.php on line 70

I've been through and removed any spaces outside of the PHP tags that are above the DOCTYPE, actually, I've removed all PHP tags here apart from one opening one and a closing one. I don't know what's going on.

Can you advise?

I've attached the file in question.

Thanks.
