Encoding change from utf-8 to utf8mb4: Can I safely switch this with the WA coded pages?

My server is set up with utf8mb4 encoding to make it more combatible with international ordering. I noticed a lot of instances where the encoding is specified in the WebAssist pages (utf-8 or UTF-8). Can this be safely switched so that I can have a global character set? My reason for doing this was due to getting scrambled text when a foreign user inserts alternate text characters. Will there be any problems? Advice?
