Can someone explain to me what this code is

these three lines:
# FileName="Connection_php_mysql.htm"
# Type="MYSQL"
# HTTP="true"

are lines that Dreamweaver adds to any connection file that it generates. The # in front means that they are commented to the PHP parser. but they are used by Dreamweaver for maintaining a cache of the database. You do not need to be concerned with them.
