Trigger emails based on recordset field value

Is it possible to trigger emails based on the value of a recordset field value, rather than the submission of a form?

Use case is an email to go to people who haven't updated their details in the last month.

It might be the sort of thing that required a cron job, or maybe something that wasn't completely automatic but could be triggered by an admin submitting a simple form to trigger the emails, which is still a great timesaver compared to emailing people individually.
