Installing PHP Expression web 2

I have followed the instruction to install PHP to web 2 using the insert command.
I get an error of:
HTTP Error 500 - Internal Server Error.
Security Alert! The PHP CGI cannot be accessed directly.
This PHP CGI binary was compiled with force-cgi-redirect enabled. This
means that a page will only be served up if the REDIRECT_STATUS CGI variable is
set, e.g. via an Apache Action directive.

I would have thought that at this stage it would have nothing to do with the server I use?
The server I use uses Cpanel.
I was installing PHP so as to test my work. I have not uploaded to the domain.
Could you help please
