How do I build a website where it have database information inside a dynamic database table inside a submenu inside a menu?

You can really build it however you want. There is no right or wrong way to organize your code. I find that doing functionality in separate pages and including them with WebAssist Plugins is a great way to organize and keep track of where code is, but that is all up to you.
