How do I build a website where it have database information inside a dynamic database table inside a submenu inside a menu?

How do I build a website where it have database information inside a dynamic database table inside a submenu inside a menu?

I'm building a dynamic database with PHP MyAdmin, a SQL connection and Dreamweaver CC (php). It will have a home with a menu called A, B and C; a dropdown submenu called A1, A2 for A, B1, B2 for B, C1 and C2 for C. If you click on A or B or C it will open a page with a limit information about A1 and A2 or B1 and B2 or C1 and C2. If you click on A1 or A2 or B1 or B2 or C1 or C2 it opens a page with a dynamic database with photos and a title. If you click on the photo it opens a page with all the information about the photo.
My question is: How do I build this page? I build the home, one page for the menu link (and the bring the content dynamically), one page for the submenu link (the photo dynamic database) (and the bring the content dynamically) and a dynamic information database? Or do I build a page for each item (home, A, B, C, A1, A2, B1, B2, C1, C2 and information page)? Which part I use the dynamic database and which part is just a simple Dreamweaver file?
