disconnect between dreamweaver and power cms

I have installed PowerCMS into a new site. The entire install went successfully until the last step in the PowerCMS setup in my browser. I've set up a content region in Dreamweaver, screenshot 2. The content isn't showing in the workspace, screenshot 4. It should appear under Jury Duty Status Announcements:. In the properties panel, the Edit in Power CMS and Edit in Dreamweaver are grayed out., screenshot1. The content region isn't showing up in PowerCMS in my browser, screenshot 3. There seems to be a disconnect with the database between Dreamweaver and PowerCMS. What should I look for to resolve this issue?

As an additional note, there are no tables for kfm_ in the database.
