checkout.php with 40 file or directory not found message at bottom

Both autocreated confirm_cart.php & confirm.php appear on my remote server. One thing I don't have that I see in my checkout wizard is a PayPal Express Checkout Return Page which I left the option unchecked for "pay with PayPal Express Checkout" if this makes any difference.

Here's the link to our temporary eCart link as follows:
http://citychemical.applinex.com/
under "Search Here for the chemicals you need", type "Yellow" and click on "GO" button"
then select a few items and click "add to cart"
then click "checkout"

as soon as I click "same as billing" under shipping does it change and I see the file not found message where the cart used to be.
