Getting error message

First, I am getting the following message in a Dreamweaver box:

The document's current encoding can not correctly save all the the character within the document. You may want to change to UTF-8 or an encoding that supoorts the special characters in this document.

What I have done is as a follows: Modify-Page Properties-Title/Encoding-Encoding-Unicode (UTF-8)-Apply-Ok,but I a still getting the above message.

Second, I am getting the following message is a Dreamweaver box:

We tried to create your database table for you, but were unseccesful. The CREATE TABLE statement has beem stored in a sql file located at:

webassist/security_assist/optin2_users3.sql

This file can be used to create the table in your database. We are sorry for the inconvenience. Please contat WebAssist Support if this problem persist.

Question: Why am I getting this message. What can I do to allow webassist to create the database my itself.
