File attachment from local server sending to external recipient

Can Data Bridge / Universal Email work in this manner:
I have a local kiosk running on a Windows 7 PC with WAMP and PEAR / PHP running on itself (localhost).
I want to send an email using a locally saved image file - to the server web root - as an attachment to an email. Kind of a "request information" by just entering in their email address and clicking "send". No uploads anywhere since the server is local and only accessible internally. But... the email still needs to be attached when it's sent, without having an external web server to house this.

Is this possible using an absolute path to the file (i.e. c:\wamp\www\images\image.jpg) instead of the "images/image.jpg" in line 27 "Attachment Entries" of the waue_xxx_1.php script?
