Form Validation

I have a checkout.php page with Billing and Shipping info. I want the user to be able to type in their state rather than use dropdown because they may be from Canada...no states.

Accessing the Edit Form Content interface allows me to edit the form but when I view it online, the Shipping - State disappears as soon as the page loads. What might be causing this and how do I avoid it? I've tried loading in old checkout pages and they do the same thing as soon as I apply the fix using the form manager.
