Cannot get paypal response to display transaction fail reason

I have a live cart/checkout page where I am able to successfully run test transactions in every browser. I have someone who is trying to process a transaction, but keeps getting the failed page, so I added the local response bindings for Payflow Pro. I have been trying to enter bad CC info (CC#, Exp Date, CVV), but cannot get the checkout_failure.php page to display the response from paypal.

Any suggestions on what I might be doing wrong? site info in PM
