Connecting to Database on a shared hosting account

I have a client that is on a shared hosting plan with a provider that I am not familiar with and we are trying to set up the database in order to apply PowerCMS to his website. Problem is: the hosting provider is telling us that because he is on a shared hosting plan, we don’t have access to the database remotely. I’m confused on this, the database has been set up on the hosting account but I apparently cannot connect to it via Dreamweaver in order to apply PowerCMS. Does this sound right?
