can not edit page title in new page from theme

can not edit page title in new page from theme

Used Create Page from Theme, added some content and then went to put a title on the page. Was prompted with "change not allowed due to template lock". I checked template and new file code, both have an editable region for title. In the template, there is a "title" opening and closing tag which I have left blank. On the newly created page from theme, the editable title region is present, but there is no opening and closing title tags inside of the region. If I go into code view and the title tags with the title in between, the change of title is allowed.

Is there something I can do to the to avoid this problem?
