Browse button is missing from my HTML editor in the admin area

I haven't had time to do the I.E. changes yet, but I have done the following:

The File manager is not enabled in your HTML Editor instances on these pages. In deign view, select the HTML Editor instance placeholder, then click edit in the property inspector. Next to the toolbar preset list, click the edit button. In the File Upload section of the General Tab, make sure to click the button to allow file upload.

Now, the browser server button IS there, but when I click it, it opens up the file manager window, but I do not see any files - only a message that says, Please Wait - loading...

I did upload all of the files in the webassist/ckeditor folder. Are there other files I need to upload as well? I'm using Firefox for this, by the way.
